PGMOL PROGES QUESTIONS

Howard Webb, PGMOL CAP, has defended the decision to annul Everton’s penalty in his 2-2 tie with Manchester United last month, but he was asked why the field referee did not have a better view of the VAR incident.

In time of stopping of the Game with forceAshley Young launched on the ground under the pressure of both Harry Maguire and Matthijs de Ligt. The field officer Andy Madley granted a penalty, but, after having advised the incident, he finally annulled the decision.

It was a very controversial call because, no doubt Premier League was quickly confirmed Officials did not believe that there was a free kick, much to the surprise of many eyes from home that he felt that Madley had not seen enough angles of the incident to make the decision.

Webb, speaking Party officers increasedHe agreed that Madley did not provide the right number of angles, but insisted on the decision to overcome the penalty, he would still have arrived at the same time.

“The referee clearly penalized Maguire in this situation,” webb explained. “He believed that Maguire threw himself to Young with his left hand and describes it. The VAR knows it and will be the starting point of the check.

“When the VAR looks at it, Maguire does not do what the referee perceives him in real time. He comes a touch, but not a collision of Maguire. There is no contact with the lower body. Young steps on Maguire’s leg and then extend their leg and head to the ground.

“It is not a lack of maguire. The award of a penalty is clearly and obviously wrong according to our opinion and that of the VAR. Feel that the avarry asks about Ligt and whether or not you commit a crime. They are aware that you may have done something.

“They ask the referee of the screen to consider Ligt’s actions, but I accept absolutely that the angles present in the referee at this time do not show a clear vision of what Ligt is doing.

“They must show -the angles before on the screen. I’m not saying Ligt actions are a foul, but they must show another angle to determine on the screen. Some of these angles were shown to transmission and I suppose this is where some of the criticisms of how this process took place.

“We have talked about how not all contacts are gross contact; just because you have a small trailer does not mean that it is something you penalize. We are trying to find the impact of this action and the way Young falls forward, it spreads your legs, in my opinion, it does not correlate with the amount of contact you see from Ligt.

“We do not believe this to comply with the threshold of a penalty in itself. This was the vision of the referee on the screen and the angle was momentarily displayed from behind the goal.

“I’m pretty sure I would have reached the same decision, but people can see that they have seen the full information.”
