In many of your decisions, you refer to local rules and model local rules, but how can I find out if my course uses them? Should they be posted? If they are not posted or sorted somewhere, does that mean that they are not in effect? —Mark Dittman, Lebanon, Ohio
In order not to be tautological or bow – stopping paradise – but in order for a local rule to be in force, the Committee must put it in force.
This means that it must be posted somewhere, whether on the course score card, on a bulletin board in the Pro store or on a notice to the players. But it can also be made orally by the Committee if necessary. (The cases of beginner announces the use of favorite lies in the last minute will qualify, as long as the LR -free Committee, Ralphie!)
If the Committee, whether the Course Committee or the Competition Committee (or, if there is no official committee, the people responsible for the course, usually in favor), have not set an LR or MLR, then it is not in force.

Our club is using the local rule with two strokes off -border. We have a 3 with OB about 20 yards after green, while the only right road is in front of green. So can we remove the equivalent from the front green hole if we get out of the borders after it? —Neal Prescott, via email
You are referring to, for Nomenclature of Re-For-2019IN Model Local Rules E-5.
As you have got things, instead of going to a straight line from where the ball came out last out of bounds on the opposite side, you work in a bow instead and swing around until you find the nearest fairway point, not closer to the hole than where the original ball went out of bounds. (Think of a compass used for technical drawings.) From there, you get two club lengths on the road to drop, not closer to the hole. This is the behavior of model rules.
