Ali Act overhaul could push out small boxing promoters


Proposed changes to the Muhammad Ali Boxing Reform Act are drawing attention in Washington, but some inside the sport say the revisions could make it harder for smaller promoters to continue staging boxing events across the United States in many local markets across the country.

The legislation, known as the Muhammad Ali American Boxing Revival Act of 2026, includes several new rules related to medical supervision and fighter protection. The proposal calls for higher insurance coverage for injuries, a required ambulance and medical staff at events, expanded drug testing and a higher minimum pay for fighters.


Supporters say the changes will improve safety standards in boxing. Others believe the additional requirements could increase the cost of promoting fights.

Large promotional companies with deep financial backing are likely to be able to handle the higher costs. Smaller promoters who run club shows and prospect cards usually work with much less money and depend on smaller venues and local crowds to keep their events going.

Under the proposal, promoters would be required to carry at least $50,000 in injury coverage for fighters, along with $15,000 in accidental death coverage. Minimum fighter pay will also rise from $150 per round to $200 per round, and drug testing will expand for many bouts.

Some people in boxing say those added expenses could make it harder for smaller promoters to stage shows. Fewer local fight cards could reduce opportunities for young fighters trying to build their records early in their careers.

The proposal has already moved through committee in the House and is expected to soon be headed for a vote on the House floor. If approved there, the legislation would still have to pass the Senate before reaching the president’s desk. Lawmakers continue to debate how the changes could affect boxing’s business structure, while also strengthening protections for fighters across the sport.
