The Bulgarian athlete, who is now 41 years old, is guilty of an anti-doping violation.
Yvette Lalova-Kolio, who represented Bulgaria in five Olympics, was suspended for using Otarine.
The 41-year-old has won five medals at the European Outdoor and Indoor Championships, including 100m outdoor gold in 2012 and 200m gold in 2005.
His 100m best is a Bulgarian record of 10.77 set in 2004, but he has not competed since 2021.
Lalova-Collio was suspended by Athletics Integrity after they retested the 2016 sample.
His best Olympic results came at the Athens 2004 Games, where he finished fourth in the 100 m and fifth in the 200 m respectively.
